U.S. policy toward the USSR underwent far-reaching changes after 1985. Four former U.S. State Department officials who were responsible for policy toward the Soviet Union and East/Central Europe in the 1980s and early 1990s discuss the evolution of U.S. policy during the Gorbachev era and in the first few years after the Soviet Union ended.
