Özgür Özkan is a research fellow with the Middle East Initiative at Harvard Kennedy School’s Belfer Center and a visiting scholar at the Russia and Russia Program at Tufts Fletcher School. Özkan’s research focuses on civil-military relations, authoritarianism, armed conflict, and security cooperation, with a regional focus on Turkey and its neighboring countries. He has published a book chapter and is in the process of publishing several articles on the causes and consequences of the military’s representativeness and effectiveness. Özkan’s current book project explores the determinants of merit and representation in the armed forces, focusing on the Turkish case since the 1850s. His policy-relevant research has been featured in Foreign Policy magazine and The Conversation. Özkan holds a Ph.D. in International Studies from the University of Washington, Seattle, and an M.A. in Regional Security Studies (Russia-Eurasia) from the Naval Postgraduate School in Monterey, California.
