Head of Climate and Energy Research Group, Norwegian Institute of International Affairs (NUPI)

Dr Roman Vakulchuk is the Head of Climate and Energy Research Group at the Norwegian Institute of International Affairs (NUPI) in Norway. He holds a Ph.D. in Economics obtained from Jacobs University Bremen in Germany. Roman is a co-founder of the Central Asian Development Institute (CADI) in Bishkek, a think tank that produces economic and policy-relevant research on Central Asia. In his career, Roman advised various government institutions in Central Asia, Southeast Asia and Europe on the issues related to economic reform, climate change, and energy governance. He consulted more than 30 international organizations (e.g., ADB, the German Development Cooperation, Natural Resource Governance Institute, and the World Bank) In 2018, he worked as a governance expert for OECD’s mission in Kazakhstan and advised the government on privatization reform.

Roman publishes on energy transition, geopolitics of critical materials, climate change, investment policy, business climate, economic transition, trade, the China’s Belt and Road Initiative (BRI). In 2013, Roman was awarded the Gabriel-Al Salem International Award for Excellence in Consulting.
