Dr. Andrei Yakovlev will discuss the composition of Russia's ruling coalition and the incentives its main elite groups — including top-level bureaucracy, oligarchs, and senior officers of the security services. He will present evidence of the unexpected resilience of the Russian economy after the introduction and escalation of international sanctions and will elucidate some of the factors that explain this phenomenon. The talk will also explain the causes of improvement in Russia’s bureaucratic apparatus during the last decade and assess the effects of foreign firms’ exit from the Russian market, the increase of military spending, and the role of payments to families of soldiers.
