Roman Neyter is a Ukrainian economist working at the intersection of academic research and applied public policy. He is a Ph.D. candidate in Economics at Wageningen University and an Economist at the KSE Institute, where he leads analytical work on impact assessments related to Ukraine’s EU integration. His research focuses on land markets, agricultural policy, and market design, with particular emphasis on farmland auctions and price formation. His current research examines how auction prices affect negotiated land sales by serving as price signals. His work has been published in Land Use Policy, the Journal of Economic Behavior & Organization, Agribusiness, and the European Journal of Public Health. Alongside his academic work, he has extensive experience in applied policy analysis, leading projects supported by the World Bank, USAID, the Food and Agriculture Organization of the United Nations, and the Konrad Adenauer Stiftung, focusing on war-related damages and losses in Ukrainian agriculture, land market reform, food security, and decentralization.
