The Initiative for Analyzing Post-Soviet Reform Proposals, led by independent scholar and Davis Center's visiting scholar, Irina Busygina, examines and compares current reforms and policy proposals advanced by ruling elites, opposition groups, and external actors in three former Soviet republics: Belarus, Kazakhstan, and Moldova. The seminar will present key findings on the goals driving these reforms, the influence of the Soviet legacy, the impact of the “Russian factor,” and the divisions between conservative and reformist elites in each case.
