In this seminar, Bolashak scholar Dr. Gulnur Makulbayeva and Dr. Aisulu Kulbayeva will explore how social capital impacts public participation in the rural governance of Kazakhstan. The exploratory inquiry draws upon data from five rural districts nationwide, including semi-structured interviews with experts, rural mayors, local community members, and rural residents conducted in 2024-2025.
