Gulnur Makulbayeva graduated from Peking University in 2010 under Kazakhstan's presidential Bolashak scholarship. She obtained her Ph.D. at Nazarbayev University in 2023. Dr. Makulbayeva works as an associate professor at the Academy of Public Administration Under the President of Kazakhstan. She works closely with Astana Civil Service Hub (UNDP) and the parliament of Kazakhstan in training senior civil servants of Kazakhstan. Her research interests include political culture, state-society relationships, and subjective well-being of citizens.
